SCALES is a long-term research program carried out by EIM and funded by the Dutch Ministry of Economic Affairs. The program – the full name of which is SCientific AnaLysis of Entrepreneurship and SMEs – focuses on small and medium-sized enterprises (SMEs) and entrepreneurship. The SCALES seminar dealt with national and international trends in entrepreneurship, and two research projects were presented.

Wennekers was a special PhD candidate, since he is experienced in both research and the field of entrepreneurship.
