Ambulance Planning with and without Region Borders

Abstract

Border regions are still a major challenge for Emergency Medical Service (EMS) systems today. These border regions obviously occur between countries, but often also within a country as ambulances are organised per region. These borders within a country lead to an inefficient use of ambulances as it often happens that there are ambulance bases on both sides of a border between two regions even though one ambulance base could serve both sides simultaneously. In this talk, we first introduce solution approaches for efficiently locating ambulance bases and ambulances while considering given coverage requirements. Second, we show what improvements can be made in terms of coverage and efficiency when borders between regions in a country are ignored by applying the developed approaches on a case study of the Netherlands.
